Bill Ratings: What the Numbers Mean

Not every bill helps our communities. Some cause harm. Others might sound good but have hidden risks. That’s why VOTE uses a -3 to +3 scale to show where each bill stands. Our policy team reads, analyzes, and reviews every bill based on its real-life impact and full bill language, not just headlines or talking points. Each rating reflects our collective judgment—and is subject to change as bills evolve.

Harmful Bills (-3 to -1): These bills add more punishment, take away rights, or target poor and Black communities.

  • -3 = Extremely harmful

  • -2 = Bad

  • -1 = Some concerns

Supportive Bills (+1 to +3): These bills move us toward justice, freedom, and real community safety.

  • +1 = Small step forward

  • +2 = Good policy

  • +3 = We strongly support it

Neutral (0): Still watching. These bills aren’t clearly good or bad yet—or might change with amendments.
