These legislative reports are apart of the Incarceration Transparency Project. This project is the work of law students at Loyola University New Orleans, College of Law. The data is gathered by upper-level law students through an annual seminar on Incarceration Law & Policy, taught by Professor Andrea Armstrong (also a VOTE Board Member). Each year, students file public records requests statewide on a specific topic and collect information on deaths in custody.

The mission of Incarceration Transparency is to publicly share data and research to address significant harms from conditions of incarceration.  Prisons and jails are essentially “closed institutions holding an ever-growing disempowered population.”
